Harry Nelson

Harry Nelson, a co-founder of the law firm, is the managing partner of Fenton Nelson.  He has been recognized as a thought leader in numerous areas of healthcare regulatory compliance.  Among other distinctions, he has been rated AV Preeminent (the highest possible rating) by the Martindale-Hubbell peer review rating system, a Southern California Super Lawyer in the field of health care law (2010, 2011), and one of the Best Lawyers in America (2012) in the areas of regulatory and administrative law.  He counsels a wide range of healthcare providers on proactive compliance, response to civil investigations and enforcement, and healthcare business issues.

Harry attended college and law school at the University of Michigan (B.A. with high distinction (magna cum laude), 1990; J.D. (cum laude), 1992).  In law school, he served as an editor of the Michigan Law Review.  Following law school, he served as judicial clerk of the Honorable Harold M. Fong (dec.), United States District Judge, in the federal District of Hawaii.  Among other things, during his clerkship, Mr. Nelson received a commendation for teaching legal writing to attorneys in the Hawaii Department of Justice.

From 1994 through 2001, Mr. Nelson was an associate and, beginning in 1999, a partner with the Chicago law firm of Butler, Rubin, Saltarelli & Boyd, where he principally advised the firm's university clients and their academic medical centers on regulatory compliance and business matters. 

After relocating to California in 2001 and founding Fenton Nelson, LLP, his practice has extended to counseling healthcare providers and facility owners -- including skilled nursing and other long-term care facilities, home health agencies, hospices, drug treatment facilities and a wide variety of other facilities -- in all facets of healthcare business law, from HIPAA to matters of reimbursement and operational and licensing requirements.

Mr. Nelson has successfully represented providers before a wide variety of state and federal agencies, including the U.S. Department of Health and Human Services, the Medicare Program and California Department of Healthcare Services, the Food and Drug Administration (FDA), the Drug Enforcement Administration (DEA), and numerous professional licensing agencies, including the Medical Board, Board of Pharmacy, Dental Board, Board of Psychology, Board of Behavioral Sciences, and Board of Chiropractic Examiners.  Mr. Nelson has successfully represented clients in numerous Medicare and Medi-Cal enrollment, facilities licensing issues, and recovery audit appeals.  Mr. Nelson regularly counsels clients on compliance issues, healthcare business and practice management issues, including negotiating healthcare contracts.  Mr. Nelson also counsels clients on a wide range of relevant healthcare regulatory requirements applicable to their specialties or facilities.

Mr. Nelson teaches and writes frequently on issues of interest to physicians and other healthcare providers, and has been invited to participate in numerous physician-organization sponsored consulting networks, including organizations related to aesthetic and integrative medicine.  He is a member of the American Health Lawyers Association (AHLA), the California Society of Healthcare Attorney (CSHA), the California Academy of Attorneys for Health Care Professionals (CAAHCP), the Los Angeles County Bar Association, Health Care Section, and the American Bar Association.

In addition to his professional activities, Mr. Nelson devotes extensive time and energy to numerous nonprofit endeavors.  He serves on several nonprofit boards of directors, and has advised other nonprofit institutions on a pro bono basis.  He completed a Wexner Heritage Fellowship in 2007.

Mr. Nelson is admitted to practice before state and federal courts in California, Illinois, and Hawaii.
